# Intake Skill

Purpose: classify a new inquiry using matter metadata only.

Inputs: jurisdiction, practice area, referral source, matter hash, urgency flag.

Rules:
- Do not ask the model to decide representation.
- Do not place client narrative text in AgentGuard receipts.
- Output a routing label, missing-information checklist, and conflict-check reminder.
